This invitation for bids follows the general procurement notice for this project that appeared in OJEU, n° S 33 of February 17, 2016.
 
Georgia has received financing from the European Investment Bank (EIB) toward the cost of the Georgia Urban Reconstruction and Development Project and intends to apply part of the proceeds toward payments under the contract for Design & Build of Rehabilitation of the Tskneti-Samadlo & Tskneti-Akhaldaba Roads affected by June 13, 2015 Natural Disaster. The Municipal Development Fund of Georgia now invites sealed bids from eligible bidders for Rehabilitation of the Tskneti-Samadlo & Tskneti-Akhaldaba Roads, including, inter alia:
 
Scope of Work Item #1 Rehabilitation of Tskneti-Samadlo Road - Rebuild a 750m segment of the damaged Tskneti-Samadlo road on or near its previous vertical and horizontal alignment by installation of landslide retaining structures and road improvements.
Scope of Work Item #2 – Rehabilitation of Tskneti-Akhaldaba Road - Rebuild a 400m segment of the damaged Akhaldaba Road by installing a concrete vented, low water ford crossing (LWC) with hardened approach slabs and wing walls on or as close as practicable to the current alignment. Installation of debris flow fencing at catchment areas.
Scope of Work Item #3 – Rehabilitation of Tskneti-Samadlo Road West Side - Rebuild a 225m long segment of the Tskneti-Samadlo Road where additional slope failures occurred to the west of the SOW #1. 
Scope of Work Item #4 Mitigation Measures for “The Lake” - Permanently mitigate the identified “lake” by Stabilizing adjacent slopes and construction of positive drainage from the “lake” to the Jokhonis-Khevi drainage system to avoid possible accumulation of water.
Scope of Work Item #5 - Early Warning System - Develop and install an Early Warning Systems (EWSs) to reduce the risk from natural hazards.
 
Contractor will be responsible for elaboration of detail engineering design including all necessary survey and studies. Final technical solutions and precise quantities of works to be executed shall be defined in detailed design prepared by the Contractor.
 
The delivery/construction period is 14 months in total. The estimated cost of the contract is EUR 3,746,942.
 
Qualification requirements include:
 
1. Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years shall be: GEL  17,000,000 (Seventeen Million) equivalent.
2. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:  GEL 2,000,000(Two Million) equivalent.
3. Participation as a JV member, contractor, management contractor, or subcontractor, in at least:
(i) one (1) contract related to road rehabilitation/reconstruction/construction and landslide/debris flow protection/prevention works within the last five (5) years, with a value of at least GEL 8,000,000 (Eight Million Georgian Lari) equivalent that have been successfully and substantially completed and that are similar to the proposed Works;
or
(ii) one (1) contract related to road rehabilitation/reconstruction/construction works with a value of at least GEL 4,000,000 (Four Million Georgian Lari) equivalent and one (1) contract related landslide/debris flow protection/prevention works with a value of at least GEL 4,000,000 (Four Million Georgian Lari) equivalent that have been successfully and substantially completed and that are similar to the proposed Works.
4. Over the period of the last five (5) calendar years prior to bid submission, the bidder / proposed sub-contractor should have experience in at least one (1) successfully completed contract of Detailed Design for paved roads rehabilitation/reconstruction/construction with a value of at least GEL 90,000.00 (Ninety Thousand Georgian Lari) equivalent and two (2) successfully completed contracts of Detailed Design for landslide/debris flow protection/prevention, each with a value of at least GEL 90,000.00 (Ninety Thousand Georgian Lari) equivalent; or combination of the before-mentioned.
 
Bidding will be conducted through the International Competitive Bidding (ICB) procedures following the requirements of the European Investment Bank’s Guide to Procurement.
 
Interested eligible bidders may obtain further information from and inspect the bidding documents at the Municipal Development Fund of Georgia at the address below from 14:00 to 17:00 hours. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars (US$ 100) or equivalent of the mentioned sum in Georgian Lari (GEL) at the rate of the National Bank of Georgia on the dated of payment.

It is necessary to state in the payment document:

Bids must be delivered to the address below by 15:00 hours, October 3, 2016. All bids must be accompanied by a bid security of GEL 200,000 (Two Hundred Thousand) or its equivalent in freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below at 15:00 hours, October 3, 2016.
