  1. Georgia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Services Investment Program – Tranche 4. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
  1. The United Water Supply Company of Georgia (UWSCG, the “Employer”) invites sealed bids from eligible bidders for the improvement of the sewage system in Poti, in particular, pipe laying of 112.4 km of new sewer (excluding house connections), 28 sewage pumping stations (capacity varies between 2.5 l/s and 285 l/s).The estimated construction period for whole of the works (both sections: Northern and Southern parts of Poti sewage system) is 1095 days. At first stage the Contractor shall implement Southern part of the sewage system of Poti within first 540 days.
  1. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope (without Prequalification), procedure and is open to all Bidders from eligible Countries as described in the Bidding Document.
  1. The minimum key qualification criteria includes, but not limited to the following:
  • Average Annual Construction Turnover: Minimum average annual turnover of US$ 30.6 million or equivalent calculated as total certified payments received for contracts in progress or completed, within the last 3 years (in case of Joint Venture: Each partner must meet 25% and One partner - 40% of the requirement);
  • Financial Resources: The Bidder must demonstrate access to, or availability of liquid assets, lines of credit, or other financial resources, to meet the Bidder’s financial resources requirements; (a) its current contract commitments defined in FIN-4, to be met 100% by respective partner, and (b) subject contract for an amount of US$ 3.8 million or equivalent (in case of Joint Venture: Each partner must meet 25% and One Partner – 40% of the requirement); and
  • Contract of Similar Size and Nature: Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 36 million or equivalent. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements (in case of Joint Venture: One partner must meet the requirement).

  3. pay a non-refundable fee of USD 350 or GEL 700 for receiving it at the UWSCG office and USD 500 or GEL 1000 for receiving it by courier.

The bidding documents can be picked up at the office of UWSCG against submission of letter from the Bidder and proof of payment. Alternatively, against written request and after payment, the UWSCG will send the bidding documents by courier to interested bidders. The bidding documents will be issued in hard copy (soft copy will also be issued, although in case of any discrepancies the hard copy shall prevail).
