Rehabilitation of Tetritskaro Water Supply System

 

Reference No: EIB/WIMPII/W/NCB/13

 

1.         Georgia has received a loan from the European Investment Bank (hereinafter referred to as "the Bank") toward the cost of Water Infrastructure Modernization Project II, and it intends to apply part of the proceeds of this credit to payments under the Contract for Rehabilitation of Tetritskaro Water Supply System for The United Water Supply Company of Georgia (Contract # EIB/WIMPII/W/NCB/13).

2.         LEPL - Municipal Development Fund of Georgia now invites sealed bids from eligible and qualified bidders for works:

Rehabilitation of Tetritskaro Water Supply System

 

Main works under the project are:

 

      1.       Removal of asphalt layer – 346m3

      2.       Soil excavation – 22,972 m3

      3.       Sand bedding – 6091m3

      4.       Ballast and gravel fills – 13,523m3

      5.       Backfilling of excavated soil – 2,397m3

      6.       Arrangement of two-layer (thickness 10cm) asphalt pavement – 3,452m2

      7.       Arrangement of polyethylene pipe OD25÷OD125 PE100, SDR17,PN10 – 24,083m

      8.       Arrangement of steel pipe DN50÷DN300 – 2,858m

The construction period is 9 (nine) months from start date of the works.

3.         Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the EIB’s Guidelines: Guide to Procurement, June 2011 and is open to all bidders from Eligible Source.

4.         Interested eligible bidders may obtain further information from Municipal Development Fund of Georgia, Ilia Darchiashvili, Acting Executive Director, procurement@mdf.org.ge and inspect the Bidding Documents at the address given below from Monday to Friday 10:00 to 18:00 hours.

5.         Qualifications requirements include and are not limited to:

(a) The minimum required average annual turnover of construction works for the successful Bidder in the last three years shall be: GEL 6,100,000;

(b) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments shall be: GEL 1,000,000.

(c) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2009 and application submission deadline: (i) 1 (one) contract, of minimum value of GEL 1,800,000; or (ii) 2 (two) contracts, each of minimum value GEL 900,000 but with total value of all contracts equal or more than GEL 1,800,000.

 

A margin of preference for certain goods manufactured domestically “shall not” be applied. Additional details are provided in the Bidding Documents.

6.         A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee GEL 300 or equivalent in a convertible currency plus currier expenses if a bidder would like the Bidding documents to be sent by Courier. On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for the delivery in such a case.

7.         Bids must be delivered in closed envelopes bearing the mention "Bid for Rehabilitation of Tetritskaro Water Supply System" to the address below at or before 15:00 (local time), September 9, 2014. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person address below at 15:00 (local time), September 9, 2014.

All bids must be accompanied by a “Bid Security” of GEL 45,600 (Forty Five Thousand Six Hundred) equivalent. A Bid-Securing Declaration is not required.
