REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES)

Assignment Title: Procurement of Consulting Services for preparation of the Public Hospitals Development Strategy for Georgia 2022

Procurement Method: A Consultant will be selected in accordance with Consultants Quality and Cost-based Selection (QCBS) method set out in World Bank’s “Procurement Regulations for IPF Borrowers” fourth Edition November 2020.
Within the “2022 State Program for the Rehabilitation and Equipping of Medical Institutions” the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia has received financing from the State budget and intends to apply part of the proceeds for consulting services.
The purpose of the assignment is, to develop a feasible Public Hospitals Development Strategy for Georgia.
The estimated duration of this assignment maximum 8 month(s), including the time required for the Client to review and approve the reports (from around ten calendar days for each report).
More information about the scope is available in the enclosed Terms of Reference.
The Terms of Reference (TOR) for the primary procurement stage for the assignment is attached to this request for expressions of interest.
The Ministry of IDP from the Occupied Territories, Labour, Health and Social Affairs of Georgia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Expressions of interest should include, but not be limited to:
1. Company Profile;
2. Experience of the company in the projects relevant to the assignment;
3. General overview on company’s staff capacities and expertise.
The shortlisting criteria are:
· At least 10 (ten) years’ experiences in implementing large technical assistance projects in the development cooperation sector, among them in collaboration with leading development agencies, governments and intergovernmental bodies.
· Proven track record of successfully implementing healthcare consulting services, by providing high level technical expertise with extensive global and regional experience in various areas of health policy, infrastructure and service provision, including relevant project planning, implementation and M&E, aiming at strengthening health systems and improving population health.
· At least 5 (five) contracts (projects) of similar nature and complexity (hospital sector & master plan development), implemented during last five years, demonstrating successful results in recipient countries / organizations.
· Experience of conducting similar projects in Europe (53 countries of WHO Europe Region[1]) is essential.
· Capacity of recruiting suitable professional staff locally in Georgia, to contribute as National Experts, ensuring close coordination with all stakeholders on the ground, must be shown.
Only SUCCESSFULLY COMPLETED assignments will be considered during evaluation.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The experience of sub-consultants will not be taken into account while evaluating the experience of the company.
Experience in the projects relevant to the assignment should be submitted according to the enclosed Form N1.
The consultants are strongly advised to limit their Expression of Interest to 20 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 20 pages.
