Rehabilitation of Abasha Water Supply System

1.         Georgia has received a loan from the European Investment Bank (hereinafter referred to as "the Bank") toward the cost of Water Infrastructure Modernization Project II, and it intends to apply part of the proceeds of this credit to payments under the Contract for Rehabilitation of Abasha Water Supply System for The United Water Supply Company of Georgia (Contract # EIB/WIMPII/W/NCB/19).

2.         LEPL - Municipal Development Fund of Georgia (Employer) now invites sealed bids from eligible and qualified bidders for works:

Rehabilitation of Abasha Water Supply System

Main works under the project are:

1.      Removal of asphalt pavement – 1,484 m3;

2.      Excavation of soil – 46,430m3;

3.      Backfilling the trench with ballast – 14,019 m3;

4.      Arrangement of road metal layer on the top of the trench (thickness-0.15m) – 34,467m2;

5.      Sand bedding – 1,522 m3;

6.      Arrangement of the asphalt pavement – 14,972 m2;

7.      Installation of polyethylene pipes PE-100 SDR17 PN10 - d=40÷355 - 68,876m; d=25÷32 mm - 29,418m. 

Works under this contract are expected to be implemented from August 2014 through November 2015.

The estimated cost of proposed works is GEL 5,885,183.00 including all taxes, duties and other governmental levies as elaborated under clause ITB - 14.7.

3.         Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the EIB’s Guidelines: Guide to Procurement, June 2011 and is open to all bidders from Eligible Source.

4.         Interested eligible bidders may obtain further information from Municipal Development Fund of Georgia, Giorgi Somkhishvili, Executive Director, procurement@mdf.org.ge and inspect the Bidding Documents at the address given below from Monday to Friday 10:00 to 18:00 hours.

5.         Qualifications requirements include and are not limited to:

(a) The minimum required average annual turnover of construction works for the successful Bidder in the last three years shall be: GEL 6,600,000;

(b) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments shall be: GEL 1,500,000.

(c) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2009 and application submission deadline: (i) 1 (one) contract, of minimum value of GEL 4,700,000; or (ii) Less than or equal to 3 (three) contracts, each of minimum value GEL 1,600,000 but with total value of all contracts equal or more than GEL 4,700,000.

A margin of preference for certain goods manufactured domestically “shall not” be applied. Additional details are provided in the Bidding Documents.

6.         A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee GEL 300 or equivalent in a convertible currency plus currier expenses if a bidder would like the Bidding documents to be sent by Courier. Based on written request, against presented evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Employer bears no responsibility for the delivery in such a case.

Note: Documentary evidence of the above payment must be accompanied with the written request on letterhead of the company, signed by representative of the company. Delivery of the correspondence is possible via e-mail (scanned), by fax or personally to MDF office at the address mentioned below.

7.         Bids must be delivered in closed envelopes bearing the mention "Bid for Rehabilitation of Abasha Water Supply System" to the address below at or before 15:00 (local time), June 05, 2014. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person address below at 15:00 (local time), June 05, 2014.

All bids must be accompanied by a “Bid Security” of GEL 118,000 (One Hundred Eighteen Thousand) equivalent. A Bid-Securing Declaration is not required.
