Assignment Title: Selection of International Consultant for MDF Technical Implementation Support for Water Infrastructure Modernization Project II (EIB)

Georgia (hereinafter referred to as “the Borrower”) has received a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – towards the cost of the Water Infrastructure Modernization Project II (WIMPII). This International Invitation relates to the recruitment of the International Consultant for MDF Technical Implementation Support for Water Infrastructure Modernization Project II.
The Consultant will be selected in accordance with the procedure of Restricted International Tender.
The project aims at improvement of the continuity of water supply, reduction if water leakages in the water supply system and improvement of water quality across 28 towns in Georgia served by the Beneficiary- United Water Supply Company of Georgia (UWSCG).
The primary assignment is to ensure implementation of the investment project in scope, time, budget and quality. The consultant is expected to introduce and support best international practices.
Consultant shall work in close cooperation with MDF Procurement Consultant for WIMP II. Activity shall include but not be limited to:
· Support of the Contracting Authority in evaluation of tenders;
· Review designs submitted by the UWSC for approval to the Employer and FIDIC Engineer/Supervisor;
· Risk assessment concerning implementation phase of the project cycle;
· Support to management capacity building of the MDF Projects Appraisal Unit and Project monitoring Units;
· Conduct inspection of construction supervision executed by the Civil Works Supervision Consultant and provide project management and technical assistance to MDF.
Construction supervision activities will include review and comment of inception and monthly progress reports for construction supervision prepared by the CW Supervision Consultant as well as quarterly site inspections.
The Consultant will be recruited by MDF as an individual consultant on an intermittent basis. Tentative duration of the Contract is 24 months.
The Consultant will be conducting the review of the detailed designs and bidding documents and the preparation of the reports from his home office as well as during field. 9 site visits (at commencement of assignment and at the end of each quarter) are planned within this assignment.
Required knowledge and qualifications:
(i) Master’s degree or above with major relevant discipline (Civil Engineering, Water Supply, Hydraulic Engineering);
(ii) Strong command of English;
(iii) Working experience in the projects/programs financed by international donor organizations, with minimum 5 years of relevant experience in water supply systems’ design review and construction supervision; Practical knowledge of EIB procurement guidelines would be an asset.
(iv) State-of-the-art knowledge of the concepts, principles and practices which govern international procurement, the contracting of consultant services, technical specifications in design, engineering and construction of facilities in accordance with FIDIC.
(v) Experienced in leading a team of professionals in the execution of major projects.
Number of candidates to be shortlisted
On the basis of the applications received, between 4 and 8 candidates will be invited to submit detailed tenders for this contract. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the Contracting Authority may invite the candidates who satisfy the criteria to submit a tender.
Short-listing criteria
Technical capacity of candidate:
· General qualifications: minimum 15 years of working experience in related field, with relevant academic education and training;
· Adequacy for the assignment: minimum 5 years of specific working experience on similar positions in similar assignments.
Selection criteria:
Evaluation will be carried out based on the submitted CVs against the required qualification requirements described above. Each expert will be evaluated in accordance with two main criteria:
(i) Project-related experience based on the number of relevant projects implemented (80%) and
(ii) Experience in the region (Georgia, Armenia, Azerbaijan)(20%).
